Partial Unblocking of Mineral Fertilizer Imports at Ukrainian Ports

On August 28, the Command of the Ukrainian Navy (VMS) in collaboration with the Odessa Regional Military Administration (OMA) decided to partially lift the ban on the maritime import of mineral fertilizers.

It is reported that the VMS and Odessa OMA jointly made amendments to the order dated July 18, 2025, to allow the partial resumption of mineral fertilizer imports by sea.

Effective immediately, restrictions will no longer apply to complex mineral fertilizers (NPK) that are non-explosive and have international safety passports (SDS).

UABC experts have repeatedly emphasized that extending restrictions to include complex fertilizers was a critical mistake. The association has consistently appealed to government authorities with proposals to resolve the situation and restore access to the NPK market.

According to the new regulations, approved based on the joint position of UABC and the All-Ukrainian Agrarian Council, the import of complex mineral fertilizers into Ukrainian ports is permitted if they meet the following criteria:

– Nitrogen content — no more than 21%

– Phosphorus content (P) — 5% or higher

– Potassium content (K) — 5% or higher

– Presence of an international safety passport (SDS)
